The Accomplishments of Stratford's Mayor Miron


I was surprised to see that no one had responded to several online requests to list some of Mayor Miron’s achievements over the last two years. My first reaction was to assume that he’d done little in his time in office, and I wanted to investigate if this was true. With many of the regulars on the online boards that I truly respect convinced that this was the case, I owed it to myself to check the town records and see for myself.

What I found was an impressive list of accomplishments that seem far greater than anything I saw from the previous Town Manager form of government. In fact, it makes a very strong case for keeping this type of government. Regardless of whether one likes the Mayor personally or agrees with him politically, one can’t deny that a critical momentum has begun that’s been sorely needed in Stratford politics. All the stalling tactics and chamber meetings currently surrounding the sale of Long Beach West merely highlight the ineffectiveness of our Town Hall when there are too many cooks in the kitchen.

The principle problem of perception with this mayor’s office is that he’s changed too many things. However, that’s what we voted for in 2005: change. In fact, many regulars who’d attended Town Council meetings in the past might remember that the power of the current mayor was vested by the Republican-led council members over the objections of the Democrats. It was only after a Democrat was elected that concerns about a mayoral veto were raised. This is not unlike the current “debate” about holding a referendum on an agreement that is not finalized while also non-binding (allowing the Republicans to ignore the results if they choose).

As an Independent, I’ve always looked at the partisan bickering with disgust, and it’s funny how both parties play both sides of the fence whenever it suits their needs. Funny, but dangerous and unproductive.

I offer the following so that there can be some constructive dialogue in assessing our first term under a mayoral form of government. I hope to see facts debated and issues addressed rather than name-calling and petty slander.

I’m convinced that the windows need to be opened around here and some fresh air let in before we suffocate on our own inaction. With the pretense of “not wanting to make mistakes,” we make no decisions. As a result, precious town assets languish unused with no end in sight. We argue over parliamentary procedure rather than courses of action. So it was with some interest that I conducted this cursory look at the achievements made so far in two years of the mayoral form of government we requested.

Listed below is a partial list garnered from the town minutes of council meetings and press releases from the town web site. To his credit, the Mayor does not claim that he managed all this on his own: he states that all accomplishments took place as a result of the planning and hard work of many Town employees, volunteers who serve on many Town Commissions, Board and Committees. In some cases bipartisan cooperation was achieved and the Town Council deserves credit for those items.

There is more listed on the town web site, and they write it far better than I could. They also go into more detail. I simply don’t see the need to list much more, so I’d be happy to see what Mayor Miron’s detractors think of the results of a pretty simple search for the mayor’s accomplishments in this first term.

My incomplete list looks like this:

• Mayor Miron and State Rep. Terry Backer got $55 million for Stratford's Sewage Treatment Plant from the DEP in 2006.

• The Town of Stratford and Liberty Tax Service partnerd to support Cell Phones for Soldiers.

• Mayor Miron announced the installation of the Town's Code Blue Emergency Phone System in 2006.

• Mayor Miron announced his first annual Mayor's Charity Golf Tournament in 2006. There have been three, and recently there was some talk about where the money was going: it is listed in press releases online. In 2006, all proceeds from this non-partisan tournament benefitted the Disability Resource Center, the Evergreen Network, the Special Olympics and the South End Community Center. In 2007, the beneficiaries included Autism Speaks, American Society for Scleroderma Research, Disability Resource Center of Fairfield County, Emerge, Evergreen Network, The Fidelco Guide Dog Foundation, the Stratford Visiting Nurse Association, the South End Community Center, Wounded Warrior Project, Protect Your Environment of Stratford, The Stratford Coalition for the Homeless, children’s programs offered by the Police Athletic League and the Stratford Library Association, animal advocacy organizations in Stratford, and Stratford’s public and private schools. It’s a shame that some want to hurt charity by assuming the recipients of the monies were never mentioned.

• Mayor Miron announced the Summer Season on the Stratford Festival Theater Grounds on July 24, 2006, and it recently completed its latest round in August. This is an important step in reviving the arts in Stratford and have proven wildly successful.

• Broke ground at Stratford's Water Pollution Control Facility on October 31, 2006.

• Unveiled the Town of Stratford's Marketing Campaign on March 9, 2007, which serves a critical role in attracting industry back to our town.

• Began Stratford's Alternative Fuel, High Efficiency & Hybrid-Electric Vehicle Program a year before the fuel crisis peaked.

• Mayor Miron, the Stratford Youth and Family Advisory Board, the Stratford Clergy Association and Council of Churches of Greater Bridgeport hosted a Community Action Forum on Race to address one of the biggest crises this town has seen in years. In January of 2008, Stratford's Citizens Addressing Racial Equity (CARE) Program received National Recognition for its work.

• Mayor Miron issued a statement regarding the Sikorsky Memorial Airport (May 31, 2007) that was prescient considering how the FAA recently decided to claim town land at the long beach West parking lot. It also speaks volumes as to the importance of a relationship with Bridgeport’s mayor in working these issues out without endless litigation. These two people continue to talk about issues such as Remington Woods, Pleasure Beach/ Long Beach West, and Sikorsky Memorial Airport.

• Stratford was awarded Certificate of Achievement for Excellence in Financial Reporting in July of 2007.

• Stratford Army Engine Plant Offered For Sale & Redevelopment in August of 2007 after the Army took it away from us due to our inability to find suitors. Even with the recent collapse of this sale to Hollywood 51, the process will be revisited and interested buyers already identified. This work was a substantial victory to people like me who value factory jobs in this town.

• The Mayor announced only the third Budget surplus in the last decade, with $1.2 million in savings, in 2007. It was difficult to believe this with all the bad press, but this is as fiscally responsible as I’ve seen the Town in quite a while.

• Mayor Miron announced one of the most significant labor arbitration decisions (regarding the Stratford Fire Pension Arbitration Award) in Stratford's history on October 29, 2007: “The Town will save approximately $15.2 million dollars in total gross savings as a result of this Award over the next 23 years.”

• Mayor Miron has led the critical push for a new Animal Control Facility after years of neglect.

• The mayor holds regular Open Door Meetings to ensure public access to the highest office. It seems as if not enough people take advantage of this wonderful opportunity to get directly involved in Town matters and get facts from the source. Regardless of whether you agree with him, we all have a responsibility to give him the advice needed to move Stratford forward.

• Stratford Senior Services was awarded a $10,000 grant from the Fairfield County Community Foundation.

• The Town of Stratford announced the opening of two Volunteer Income Tax Assistance (VITA) Sites on February 19, 2008.

• The creation of the "Get Credit Smart" Workshop for Stratford Housing Authority & other Neighborhood Residents.

• The Mayor oversaw the expansion of the Elderly & Disabled Tax Relief Program, increasing Income Limits to $41,800.

• Town of Stratford received a $200,000 grant from the Connecticut Commission on Culture & Tourism in July.

• The Town recently unveiled the Video Tour Book to spur tourism and relocation.

There are more, and I’ve already addressed his crucial role in pushing forward the discussions of Long Beach West, the Shakespeare Theatre, and the SAEP. I have to admit that I took for granted a lot of the things the Mayor did that didn’t make the papers. He’s attended the NIMS Compliance Seminar for Chief Elected Officials, the Annual Meetings of the United States Conference of Mayors, meetings with the National Endowment for the Arts (NEA),
the National Brownfield Association's "The Big Deal", and other conferences to keep Stratford in the national eye. He was appointed to Connecticut Resources Recovery Authority Board of Directors, presented Stratford's C.A.R.E. (Citizens Addressing Racial Equity) Program at national conferences, and still manages to make many town functions of importance to its citizens. His hours go beyond normal business hours to nights and weekends. He has served ably as the Town’s point person, and I think his record does deserve more respect than it gets.

I’m sure some will say this is not enough, but I am comfortable saying that his work compares favorably to anything we’ve managed from the old form of government in quite some time.

It’s easy to say, “He hasn’t done anything.” Easy, and wrong. Instead, what I’d rather see is what you think about what he has done.

The Stratford Observer has done the Town of Stratford a great service by doing the legwork to list these accomplishments and he or she deserves our thanks.

As a taxpayer in Town it is refreshing to see this list of accomplishments of the past 2.5 years.

Shame on the news media for focusing on the negative when we have all this positive.

Good for the Mayor that he did not claim it all for himself and has shared praise with the folks, paid and volunteer, that make this town succesful.

I think the Stratford Observer is right in saying some may say it is not enough but it is a heck of alot in a short period of time, especially when Mike Henrick and the Republican Party are always undermining the Mayor.

I assume more positive things are to come.

We should all get behind the Mayor and work with him to make our Town better. This includes the Town Council.

I for one will go to the Town's website and search the Mayor's page:

I will also read other sections such as Economic Development and Commissions and I will read for myself this information and pass this along to my family, friends and neighbors.

I belive that we all have an obligation to participate in our community. One way we can do that is at this site where we can have an open debate on facts and the anti-Miron sentiment is not the purpose of the site.

We also have an obligation to educate our fellow townspeople about these facts. Do not sit by quietly and let others perpetuate lies and myths about the Mayor or our Town. It hurts us all if we have a crazy image to the rest of the world.

Remeber, the glass is more than half full...not the other way around.

We all have an obligation to get THAT message out and help fill the glass the rest of the way.

Not for Mayor Jim Miron but for OUR Town of Stratford.

if you want to read something funny, the other blog run by David actually has a poll (funny how she makes fun of it then gives them) about who is most trustworthy! David seems to need affirmation. He still couldn't win his own rigged poll. PC Sperling won! You were on there as well. This is proof that David needs his republican friends to try and knock you down yet you STILL scored in the middle! You need to post this article on the Topix boards!

I assume you mean Jezebel, and she's made polls long before me, so I can't find fault with that. I think people want me to dislike her, but I don't. In fact, she's one of the reasons i started blogging in the first place. I might not agree with everything she writes, but who can say everyone agrees with them?

As for the Topix boards, I think a break is still a good idea. I will post there again someday, just not now. Thanks, though!

What is jezebel's response to the oft asked question he or she asks about naming something positive that Miron was part of?

It is funny and sad that jezebel will not engage in THIS discussion.

I do not care if you like him or her or not but I find it ridiculous that you would give Jezebel and his or her supporters a passing grade for fair play for not even acknowledging your post.

I am going to call it like I see it: Jezebel is anti-Miron and a fraud and cannot respond intelligently to your factual post.

Will you post this over at the Enquirer site or on Topix???

thor, I didn't necessarily expect them to respond because who knows if they read this blog? I'm not arrogant enough to think I'm required reading. I was going to post a link over on Jezebel's site but thought she might think I was trolling for people to come over here. It's there for anyone who wants to refer to it, though.

As for Topix, I really think it's best for me to stay away a little longer and let Joe and Phyllis run things. I really respect how hard they work to get good articles up, so maybe someday they'll post one of mine. I think it looked a little too self-serving when i posted my own stuff, and they had a point.

Finally, I have to admit that I was surprised at how much has gotten done so far when you list it out. I hope the Animal Control Shelter study groups go well, because I think that's the next up (after tonight's emergency meeting at Birdseye) on the major items list.

Out of all the comments I've gotten at Topix and on here, I really hoped that more would comment on that piece. it's important.

There are accomplishments and then there are accomplishments. There are legitimate things that got done and then there are resume fillers. Obviously Jim Miron can't do everything. That's why he has a staff. But I would expect the Mayor to take the lead and initiate projects in order to take credit for them.

I voted for a mayoral system and stand by my vote. I did not vote for Jim Miron and I'll stand by that as well.

Was this process started by the mayor or was the process completed while he was in office and he's taking credit for it?

Oh come on! GSA took this away from Team Stratford. They took the town's say away. How is this an accomplishment for the mayor? He wasn't involved in the auction process. He wasn't involved in picking Area 51.

Not all accomplishments are equal or weighed the same way. But they are still accomplishments none the less.

For example, as an attorney, I work on legal issues that could be classified as are "minor" and "major" (or "routine" and "complex").

Depending on the client's situation I may write a letter that resolves the issue. Sometimes I have to file a lawsuit to accomplish the same result.

To an outside observer, some cases may be viewed by as minor and others serious.

It is all a matter of perspective.

To the person with the "minor" issue his or her problem is not "minor".

So I take pride in doing things that are helpful to peole whether they are classified as "minor" or "major".

I think the same can be said of accomplishments, even Mayor Miron's accomplishments.

Whatever role the Mayor had in an accomplishment he still either directly or indirectly. And, like Mike Reynolds said, since the Mayor gets the blame for things that occur on his watch he ought to get the credit for the good stuff.

Ass an aside, the Stratford Observer said the Mayor did not claim he did everything all by himself and praised those who were part of each accomplishment. I tink that speaks well of the Mayor's own view of each listed accomplishment.

I, for one, was impressed to see the list of accomplishments that have occurred under Mayor Jim Miron's watch.

We can debate which ones are "minor" or "major" but the bottom line is that there are good things going on in this town. And we must give credit to the Mayor for overseeing these good things.

Finally, let me add someething I did not see as an accomplishment but I think is.

Bulk Item Pick Up by apointment.

This program, which Mayor Miron implemented, is a VAST improvement over the old system that had our town look like a giant flea market for much of the year. The Mayor deserves credit for providing this enhanced service to the taxpayers and making our town look better.

By the way, I would classify that accomplishment somewhere between minor and major.

By any account, surely this meets the "Name one thing Miron has accomplished" challenge. I already admitted that i was surprised myself, and again all the credit is not solely Miron's to claim. Still, certainly more than I remember previous Town managers able to pull off in only two years.

However, I was intrigued about a few of your comments:
One is that the Summer Season "isn't helping to revive anything. Come on, let's be serious." I don't know if you got to attend one of the modern Shakespeare interpretations, but it was amazing. Not just the show, but the turnout of neighbors I hadn't seen in years. Is it a huge step? Admittedly, no. BUT it is a very important step.

Another was that the Certificate of Achievement for Excellence in Financial Reporting was insignificant. Hey, it's no Nobel, but it does at least acknowledge that the book keeping is above-board. I was starting to doubt that when reading peoples' posts, but I don't see any outside corroboration.

Lastly, that "GSA took SAEP away from Team Stratford." That was actually not on Miron's watch. The previous administrations had 11 years to deal with it and failed. At least he got the Army to commit to trying to find buyers so we could fill it up.

I really like the challenge of discussing this with you, Mike, because it forces me to look at everything again. This is one tough town to figure out!!

As a matter of fact, Mayor Jim Miron brought Bulk Item Pickup by appointment to the Town of Stratford.

It was an idea talked about ad nauseum prior to Jim being Mayor but never implemented because Town Managers and the Coucil did not haave have the courage and/or management "know how" to try something new.

What about the "Keep Stratford Beautiful" campaign that has made improvements in Town overall and specifically in gateway areas like Stratford Center and West Broad street?

The Mayor started that initiative too.

To answer the question, yes I do read this blog, along with Jezebel's blog and Topix.

First, I didn't ask for my name to be put on Jezebel's poll, but it's nice to see that people do find me trustworthy. I do try and live honestly.

You are right, I do not like Jim Miron - the mayor. I have said time and time again, I do not know Jim Miron, the man outside of public office. I don't trust him, sorry, that's just how I feel.

On the other blog, I did credit Jim Miron for the senior tax relief program. I went, with my senior citizen father, and listened to him speak. He speaks very well, but then again, so do most lawyers.

I will also give him the summer Shakespeare program. He promised to do something about it and he did.

As for the marketing campaign, I still stand by my feeling that it was a completely unnecessary waste of money. How much exactly did it cost the taxpayers and why exactly did he find it necessary? Our former slogan "A Town For All Seasons" was perfectly fine and keeping it would've cost no money.

I've also seen many states going to just black and white printing again. How much does our fancy colorful letterhead cost us? Is this really the "green" way to go?

In listening to Governor Palin's speech last night, I was reminded of the vehicles we provide for use by certain Town officials. Why is it necessary that we provide vehicles for Town officials? Couldn't they drive their own vehicles to/from work? Wouldn't it be cheaper to just reimburse them for the gas for town-related trips? We pay for the vehicle, the insurance, the gas, the taxes....at what cost?

I was unaware that we had many town cars out there. I know this was a big deal in Fairfield many years ago. Beside the chiefs of police/fire departments and the Mayor, does anyone know how many others are out there?

I thought I would add an accomplishment of the Miron Administration to this thread. From the September 13, 2008 Connecticut Post Editorial Page:

"Thumbs up Stratford town officials for posting two consecutive municipal budget surpluses for the first time in more than a decade --and accomplishing it during years when the economy has taken a dramatic downturn. Stratford Mayor James R. Miron and Finance Director John Norko announced last week that the town finished its 2008 fiscal year, which ended June 30, with a surplus of $178,235. In the 2007 fiscal year, the town posted a $472,853 surplus. While this year's surplus was slender -- about one tenth of 1 percent, nonetheless it's better to be adding to the town's unreserved fund balance rather than subtracting from it, as has been the case with some communities in the region. Stratford's rainy day fund now totals more than $10 million and should hold the town in good stead with credit rating agencies."
